JOB DETAILS:
The Research Scientist will work at the CDCI to evaluate, diagnose, treat and manage patients with HIV and/or tuberculosis.
Job Summary Position:
Reports To: Project Leader

Duties and Responsibilities
• Treat PLHIV and/or Tuberculosis according to National Guidelines for Clinical Management of HIV/AIDS and TB, Standard Treatment Guidelines, and Local guidelines.
• Supervise and train younger medical doctors and clinical officers in diagnosis and management of patients with HIV and/or tuberculosis.
• Diagnose and treat opportunistic infections (OI) and/or referral to appropriate departments.
• Maintain proper patient documentation, filling of case report forms (CRF) including CTC 1/2.
• Consultation and ward rounds to PLHIV admitted to different departments at SFRH.
• Working in full agreement with the job descriptions; CDCI, Hospital, and government (MOH) regulations.
• Provide health education and adherence counseling to PLHIV and clients attending CDCI.
• Attend all compulsory meetings such as every Monday, Tuesday, Wednesday, and Thursday at
CDCI and Friday at 07.30 - 9.00 at SFRH clinical hall.
• Attend scientific meetings at Ifakara Health Institute (IHI).
• Contribution in planning, coordination, and performance of research activities/studies organized by IHI and other partners.
• Perform any additional task assigned by the PL and/or site director of IHI and/or director of SFDRH when necessary.

Qualification and Experience
• Master of Medicine in Internal Medicine (MMED) with a certificate of MMED.
• Certificate of internship.

The National Council of People Living with HIV (NACOPHA) is a national Non-Governmental Organization responsible tor coordinating efforts of PLHIV in Tanzania and the highest body and voice representing all organizations/groups and individuals PLHIV in mainland Tanzania. With financial support from USAID, NACOPHA is currently implementing the HEBU TUYAJENGE Project in 65 Councils of Tanzania. This project contributes to HIV epidemic control by increasing the adoption of higher impact community HIV preventive, care, and treatment services among at-risk adolescents, young women, and PLHIV in 65 high burden councils in Tanzania.

Position Description
Research and Data Scientist is responsible for oversight of Action Research, documentation of results; learning providing technical support to project staff on data management, analysis, and developing project reporting framework.

Job Description
Kev responsibilities and required skills and experience
• Assist in the development and revisions of the project action research framework particularly in performing qualitative and quantitative research
• Lead the research agenda for NACOPHA, to document and publish findings contributing to the national knowledge base of data for decision-making and advocacy agenda. This includes justification, design and execution of research assignments and regular analysis of routine data to inform programming decisions
• Provide technical lead in the data processing, validation, analysis, and reporting needs of NACOPHA projects. This includes development of national and Cluster level CLM reports and supporting Cluster leaders to validate and present CLM findings to LGAs, ministries and development partners
• Provide technical advice in the management of CLM database and support to CLM implementing partners in sharing and utilization of CLM data for improving quality of HIV services
• Participate in CLM National Coordination Platform meetings with IPs, development partners and the government
• Performing data extractions, data management and analysis using statistical packages including STATA, Epi info, SPSS, Python and other web-based analytical tools such as KOBO Toolbox for Community-led Monitoring (includes study design, and statistical and M&E support to projects)
• Identify and establish feed linkages from valuable data sources and automate collection processes.
• Participate in searching, initiating, and writing of project proposals for NACOPHA • Develop and implement program research plans and protocols, ensuring validation of research methodologies in line with required standards.
• Present results and findings using data visualization techniques
• Propose data-based solutions and strategies to research projects and challenges.
• Identify areas where technical support to project is required.

Qualifications, Skills and Experience
• Master of science in information technology, or postgraduate in research and learning, demography, social science, statistics with training and experience in M&E, Project Management, or related fields.
• Minimum of five (5) years of professional experience in statistics, research, data management and M&E in a USAID funded project.
• Proven experience in quantitative and qualitative methodologies, reporting, data quality assessment, data analysis and presentation.
• Proven experience in managing and providing training to PLHIV, Youths, Adolescents, and other vulnerable populations.
• Experience and understanding of the USAID framework and reporting system
• Proven experience in community-based approaches and programs that meaningfully engage vulnerable populations in designating, planning, implementation, monitoring and evaluation
• Proven experience in working with Government ministries, LGAs, Implementing and Development partners
• Strong technical skills including ability to process and analyze data using statistical software packages including STATA, SPSS, NVivo, python, web-based and related software
• Ability to work indonendently with minimum cunarvision under time oreccure and meet
• Languages: Excellent written and spoken English and Kiswahili

Reports to: Programme Executant - WASH and IWRM
1. Major functions:
The MEL cum Communication Officer will be responsible for development and implementation of project monitoring, evaluation and learning plan; coordination of the overall MEL system and processes, in particular collation and analysis of M&E data (including through surveys, web statistics, interviews, feedback, case studies and reports) and analyzed against outcomes to draw out learning and implications. The MEL cum Communication Officer will highlight compelling content that will make sense to stakeholders, and thus help them to understand the rationale and value of engagement in the project.

1. Major duties and responsibilities:
1. Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant. 2. Prepare, or revise as appropriate, a comprehensive project monitoring plan, based on relevant project documents, funding proposals, log frames and other relevant planning documents;
3. Maintain a master spreadsheet database for monitoring all progress and impact indicators for the project, ensuring the database is updated semi-annually through collective process involving project team members, ensuring all are conversant with their roles and responsibilities on the same;
4. Ensure that project colleagues are trained in, and aware of, routine monitoring information and data requirements, monitor actual performance on collection of that data by the said team, and keep the team updated on a quarterly basis;
5. Collect data and analyse different data on a regular basis to measure achievement against the performance indicators.
6. Produce reports on M&E findings and prepare presentations based on M&E data as required.
7. Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
8. Identify lessons learned and develop case studies to capture qualitative outputs of the project.
Provide advice to the supervisor on improving project performance using M&E findings
9. Oversee the identification and engagement of third party contracted consultants, researchers or partners in meeting data collection needs of the monitoring plan, where needed, including drafting of contracts;
10. Under supervision of the Freshwater Executant - WASH and IWRM, support the process of
identifying, contracting and overseeing mid-term and final project evaluations, and ensuring outputs and recommendation from the same are shared with the staff team and other stakeholders as relevant, and incorporated into annual work plans and future project design, as appropriate
11. Support the Communications Officer in production of programme status brochures and dashboards, to share progress and impact data with stakeholders and interested third parties; advise on risk-based approaches to managing projects
12. Routinely collect information and photographs during field visits to enable reporting of individual 'success stories' relating to community members that have benefited from WWF freshwater initiatives.
13. Participates and provides technical input in preparation of annual programme budgets;
14. Ensuring adherence to Network Standards including championing safeguards and social policies
15. Any other duties as may be required from time to time by the supervisor or TCO M&E Manager

Qualification and Experience :
• Bachelor's degree in communications, journalism, or related field and/or degree in statistics, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics or economics preferred.
• Minimum of 5 - 8 years' relevant experience in a communications role and/or MEL responsible for implementing M&E activities.
• Experience, training and knowledge in the field of freshwater conservation monitoring, including both data collection and analysis will be a particular added advantage;
• Proven ability to work independently and deliver high quality, timely outputs; and with excellent interpersonal skills and good teamwork spirit;
• Experience in writing project technical reports and preparing monitoring plans;
• Willingness to participate in field activities and travel to remote areas within the region;
• A high level of computer literacy and knowledge of standard computer software packages such as Word and Excel. Knowledge of databases (Access); GIS software, particularly the Arc suite; and socio-economic data analysis software such as SPSS would be an added advantage;
• Excellent verbal, written, and interpersonal skills. Good time management and organizational skills.

• Basic computer skills using MS Office applications, Word, Excel, Power Point, and Spread sheets
• Fluency in English and Swahili (both verbal and written)
• Ability to use electronic devices for data collection.
