WHAT WE CAN ACHIEVE TOGETHER
The Fisheries Electronic Monitoring Specialist- (WIO) engages with industry, government, and local partners in TNC’s Africa Oceans Strategy target countries in the WIO: Kenya, the United Republic of Tanzania, South Africa, and Seychelles. They will help to advance the Large-Scale Fisheries Program, and mostly the application of electronic monitoring (EM) to improve fisheries transparency and enhance ecological and socio-economic resilience across large-scale fisheries. They will serve as liaisons between TNC and external partners, assisting in delivering electronic monitoring partnership projects. They will provide research and policy support to TNC’s Ocean Governance Team, particularly in addressing illegal, unreported, and unregulated (IUU fishing) in the WIO target countries. The position reports to TNC’s Africa Fisheries Strategy Manager, with a dotted line to the TNC’s Large Scale Fisheries Project Director (Provide Food and Water). The position is based in Mombasa Kenya and/or the United Republic of Tanzania in Dar Es Salam or Arusha. The position is a Fixed Term limited (2 Years) subject to performance and availability of funding. No employment visas or assistance is being offered with this position except for the local labour employment requirements.
Working closely with TNC country programs of Kenya, United Republic of Tanzania, South Africa, Seychelles, and global teams, this role will contribute to activities such as:
- Ensure coordination and implementation of in-country electronic monitoring workplans and ensuring deliverables are being met on time.
- Build in-country electronic monitoring strategy design based on partner feedback and country context.
- Coordinating and facilitating workshops and meetings to collect buy-in and feedback from internal and external partners.
- Develop materials and guiding resources to help increase electronic monitoring implementation and uptake in the region.
- Support development and/or adoption of policies that increase uptake of electronic monitoring, including engagements with regional fishery management organisations (such as the Indian Ocean Tuna Commission), fishing industry and other networks, as part of TNC’s Large Scale Fisheries Program agenda.
- Support research and policy support to the Ocean Governance team, particularly in IUU fishing.
- Act as the liaison with the government to drive electronic monitoring implementation forward.
- Scoping out and engaging in opportunities to expand large scale fisheries activities to new geographies; and
- Support development of proposal and donor reports.
This role will develop and maintain strong partnerships with other NGOs, academic and scientific institutions, local and regional fisheries management agencies, and other relevant organizations to build a strong analytical and institutional foundation to design and implement EM policies and practices in the Western Indian Ocean. This role will contribute to innovative methods, tools, and frameworks that address the scaling of EM, as well as negotiate complex and innovative solutions with government agencies and industry partners.

The Fisheries Electronic Monitoring Specialist- (WIO) contributes to developing TNC’s global large-scale fisheries strategy and the global strategy’s alignment and execution into the WIO context. They help to establish TNC as a major conservation partner within the WIO. They build strategic, scientific, and technical capacity in the field and develops partnerships with public and private organizations to identify and resolve technical issues and to widely communicate solutions and best practices. They will contribute to advancing the growing portfolio of projects, focused on fisheries transparency and seafood sustainability. It will entail fundraising efforts in alignment with the country, regional and global teams.
This is a dynamic position that works across at least four African Regional country programs, the global strategy team, and the business functions of operations, finance, communications, policy, and corporate engagement. The ideal candidate values collaboration and is able to manage multiple complex work streams and can identify strategic opportunities..

WHAT YOU'LL BRING
- Bachelor’s degree and 5 years’ experience in fisheries management or a similar field or equivalent combination of education and experience, in Western Indian Ocean.
- Experience engaging across and/or working within fishery departments, industry partners, and other stakeholders to achieve a common objective.
- Experience managing complex or multiple projects, including staffing, workloads, and finances under deadlines.
- Supervisory experience, including motivating, leading, setting objectives and managing performance.
- Experience building partnerships and strong relationships with the private sector, coastal communities, government agencies, and civil society organizations related to marine conservation and fisheries management issues.
- Experience negotiating.
- Experience completing tasks independently and timely.
- Experience with communication, via written, spoken, and graphical means in English. With preferred understanding of additional languages, which may include but are not limited to: Swahili, French, Spanish.
- Experience using common software applications such as Word, Excel, web browsers, etc.
- Experience in training and curriculum design.
- Availability to travel up to 25% both domestically and internationally.
- Experience conducting or working on fisheries-related scientific research and ecosystem interactions.
Desired Qualifications
- Knowledge of large-scale fisheries management, electronic monitoring, and marine conservation principles and practices, preferably in the Western Indian Ocean.
- Over 7 years of experience working in and/or with the following, preferably in the Western Indian Ocean: seafood supply chains; Monitoring, Control, and Surveillance government teams; Marine Stewardship Council; Fisheries Improvement Projects.
- Demonstrated experience influencing, developing, and implementing fisheries management policy and plans.
- Demonstrated experience in fundraising.
- Knowledge of current political, socioeconomic, and governance trends and practices that affect the marine environment, particularly in the Western Indian Ocean.
- Knowledge of current trends and practices in marine conservation, fisheries management, and governance.
- Multi-cultural or cross-cultural experience appreciated.
- Politically savvy.
- Experienced in producing communication materials and communicate conservation practices to technical and non-technical audiences.
