The Function
Reporting to the Project Manager and working closely other thematic experts and project partners; the Innovation Support Organisation (ISO) Expert will work on strengthening the capacities of ISOs in three countries in particular in secondary/ tertiary cities in Senegal, Tanzania and Uganda under SO 2 “Strengthen Digital Innovation Ecosystems for Digital Transformation and Green Transition”. In addition, the expert will support collaboration with the ISOs to identify partnerships that are eligible for support from the entrepreneurship mobility activity and the Joint Innovation Facility.
The specific responsibilities entrusted to the ISO Expert are:
A. Ensure the implementation of the ISO capacity building activities of AEDIB 2.0

- Identify ISOs in selected partner countries and select relevant partner ISOs (based on quality evaluation and organizational assessment)

- Develop capacity building programmes, covering institutional, business and technical capacities of ISOs based on a thorough needs assessment (building on the above assessments and self-evaluation) with a particular emphasis on green tech specialisation
-
- Roll out these capacity building programmes for selected ISOs in collaboration with established Hubs (direct grants or calls for proposals)

- Identify potential synergies with the entrepreneurial mobility and Joint Innovation Facility activities and provide required capacity building accordingly
-
- Collaborate with the gender inclusive digital entrepreneurship expert to integrate gender inclusion in the capacity building programmes
-
- Organize cross-country knowledge exchange and networking between ISOs (hybrid and/ or virtual)
-
- Provide direct expertise support via backstopping mission in-country with regular travels (partnerships building, sourcing, etc)
B. Facilitate the implementation of the green specialisation program to two hubs in Uganda and Tanzania

- Support the writing of a grants to potential grantees in supporting the green tech specialisation of two hubs capitalizing on the work done bilaterally in Tanzania and Uganda

- Close follow up to the implementation of the grant via regular meetings, support, and technical alignment

- Ensure alignment with other Implementing partners activities in the green specialisation
-
- Ensure the regional aspect between the supported hubs (regional value chains of refurbished equipment)
C. Information exchange and collaboration with all partners of the AEDIB 2.0 project

- Reporting and sharing information with the Project Managers and other experts

- Contribute to sharing information with all Multi-Partner Contribution Agreement (MPCA) members

- Contribute to co-create knowledge products, with a focus on Innovation Support Organisation (ISO) in secondary cities / less mature ecosystems
Profile, Required Qualifications, and Experience

- Master’s degree in economics or business administration, Management or related field
-
- Minimum 5 years of relevant hands-on experience with putting in place innovation or business support facilities, and sound understanding of digital entrepreneurial ecosystem
-
- Minimum 3 years of business development / support experience in the digital economy
-
- Hands on experience with putting in place innovation or business support facilities, and sound understanding of digital entrepreneurial ecosystem
Required skills and knowledge:

- Excellent interpersonal, diplomatic and partnership skills.
-
- Ability to work with autonomy, manage and complete multiple projects/ tasks simultaneously and to meet deadlines under pressure.
-
- Familiar with general public procurement rules and regulations and administrative management process
-
- Previous experience working with Innovation Support Organisation in less mature ecosystems is an asset.
-
- Ability to work in complex multinational settings is considered an asset.
Languages

- Very good command of English (written and spoken)
-
- Proficiency in French (any level) would be an asset.
