Job Description
A job description is a written statement that describes the employee’s role and responsibilities. The role and responsibilities shall be executed within the NRC framework. Position: WASH Technical Assistant Sanitation
Reports to: WASH Project Coordinator
Supervision of: Incentive workers
Duty station: Nyarugusu Camp
Travel:

Duration and type of contract: 4 months with possibility of extension subject to funding availability

Responsibilities
1. Role and responsibilities
The purpose of the assistant position is to assist in the day-to-day implementation of the WASH project.

Generic responsibilities
1. Adhere to NRC policies, tools, handbooks and guidelines
2. Assist with the implementation of the support function portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Promote and share ideas for improvement of the support function

Specific responsibilities
1. Supervise and monitor construction of sanitation facilities (household and institutional latrines)
2. Request latrine construction materials from the warehouse in a timely manner, supervise and monitor distribution of latrines construction materials to the beneficiaries.
3. Monitor and ensure proper usage of the latrine construction materials, assets and tools.
4. Monitor proper positioning of the latrines on the site
5. Facilitate community mobilization for all activities related to the provision of sanitation facilities and hygiene promotion, in close coordination with the NRC shelter team
6. Facilitate effective implementation of sanitation activities which includes supervision and monitoring of latrine construction, fabrication of slabs and ensuring tasks are completed correctly and on schedule
7. Conduct latrine coverage assessments and continuous gap identification and analysis.
8. Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in program design, implementation, and reporting; carries out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities
9. Capacity building, supervision and monitoring of refugee incentive workers.
10. Represent NRC in relevant meetings when called upon.
11. Take part in general assessments, upon request by M&E, Shelter, ICLA staff

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Logistics, Finance and HR/Admin teams at NRC.
• Relevant local authorities, peer INGO’s and UN agencies

Staff: Refugee incentive workers (no employees)
Stakeholders: UNHCR, UNICEF, Water Mission, TCRS, DRC, Medical Teams International, National and District government, esp. MHA, WASH IPs and other IPs, Host community and Refugee Camp leaders, Refugee community
Budgets: N/A
Information: Agresso procurement, Intranet, NRC Workplace
Legal or compliance: National Labour law, National staff terms of employment, Code of Conduct, tender and awards committee for vendors

Qualifications
1. Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
• Experience from working as a WASH Assistant or Officer in a humanitarian/recovery context
• Documented results related to the position’s responsibilities
• Fluency in English, oral and written
• Participate in appropriate professional development of project portfolio
• At all times in and outside work adhere to NRC Code of Conduct

Context/ Specific skills, knowledge, and experience:
• Bachelor degree Environmental Engineering, civil engineering, municipal and industrial service engineering, Water and sanitation engineering or relevant practical experience. Possibly experience in social work and / or humanitarian assistance.
• Proficiency in use basic computer software such as MS Project, Excel, Word, Power point, AutoCAD, Arch CAD.
• Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
• Experience in community mobilization
• Knowledge of Kirundi
• Political and cultural awareness
• Ability to work independently in a result oriented multi-tasking and multi-cultural environment
• Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc)

2. Behavioural competencies (max 6)
