KEY DUTIES AND RESPONSIBILITIES
SM Advisor delivers the following
Social Management (SM1) Social Management Deliverables to EACOP Requirements
• Intensive Labour Management (SM1) training to understand & support Project Social requirements.
• Training covers EACOP social performance minimum requirements including stakeholder engagement, social risk/impact mitigation, cultural awareness, temporary land use, community health safety and security in addition to COMPANY policies including EACOP Human Rights, Gender and Social Inclusion Policy and respect for Project Affected Communities.
• Guide social management deliverables and implementation for site-based and linear social risk management with the Labour Management (SM1) Social Team.
Social Management (SM2): Stakeholder Engagement (messaging & delivery) Training + Grievance Management
• Focused site-based training to raise awareness of engagement and grievance management requirements at site management level and build capacity of Social resources.
• Training covers intensive implementation training for stakeholder engagement messaging development and delivery, includes grievance management process & responsiveness.
Social Management (SM3): Cultural Diversity, Cultural Awareness & Sensitization
• Cultural diversity, cultural awareness & sensitization for both the workforce and Project Affected Communities, including the Vulnerable Ethnic Groups that Self Identify as Indigenous Peoples, and EACOP Human Rights, Gender, and Social Inclusion Policy, in collaboration with Industrial Relations Advisors.
• Intensive training to translate cultural awareness and sensitivity, community risk into social management and mitigation plans and procedures.
Social Management (SM4): Management System Development and Implementation
• Management system development & performance reporting (daily reporting, weekly/monthly meetings, action trackers).
After completion of the work packages above, Labour Management (LM1) is responsible for a period of self-implementation and routine assurance by the EACOP Project. After this period, the Social Management (SM) Advisors will return to the site at a timeframe agreed with EACOP to complete a follow-up performance assessment and gap analysis to provide performance improvement guidance to Labour Management (LM1) & undertake additional training and capacity building based on the outcomes of the performance assessment.
Detailed Activities
In delivering the above the SM Advisor will:
• Drive completion of the Social Management System including plans, procedures, monitoring and inspection checklists, mandatory training, training and induction material, plan, and procedure implementation (manual/guidelines to field implementation teams), social risk assessments, and monitoring & reporting elements to EACOP requirements.
• Prepare and deliver EACOP approved:
• Intensive training on the Project Social performance requirements to the management & construction leadership.
• Training on approved Social Management Plans and procedures, including implementation requirements to construction leadership, Lot, and Site managers & supervisors.
• Training & capacity building for Social resources to improve implementation performance.
• Intensive community grievance, cultural awareness, and sensitization training at the site level.
• Drive correct Social Management Plan implementation at Site, Lot, and leadership level through persistent and detailed verification of planning, implementation, verification & reporting, including sub-contractor management.
• Drive community issues, concerns and grievance reporting, recording, investigation, and implementation, tracking to closure implementation of corrective actions arising to embed good practice.
• Complement and work alongside Project Social assurance activities.
• Guide training of sub-contractors on Social performance requirements.
• Guide on responses to non-conformances and observations arising from routine and non-routine monitoring efforts.
• Drive good practice in management of registers, action trackers and KPI monitoring to develop accurate and timely reporting to EACOP.
• Develop understanding of tracking and reporting performance.
MANDATORY REQUIRENMENTS
Position Requirements
• Minimum 15-years social management experience on extractive industry externally
• Financed projects & GIIP including IFC Performance Standards 1, 2, 4 and 7.
• Extensive social risk and impact management experience across community land, community health and safety and community security management, stakeholder
• Engagement & community grievance management.
• Social Management System development and implementation experience.
• Extensive experience guiding or implementing Contractor social performance
• Across a diverse workforce.
• Extensive experience engaging Project and Contractor leadership.
• Well-developed team-working skills, especially in multi-discipline and multi-cultural
ADDED ADVANTAGE
• Organizational development, social management training and capacity building experience
