Organizational Context and Scope
The RE2CLID – Resilience and Climate-Induced Displacement Programme supports governments, communities and partners in the Lake Tanganyika basin to address climate- and disaster-related displacement through integrated approaches that strengthen preparedness and coordination while advancing community-driven recovery, resilience and longer-term solutions.
Effective programme support is essential to ensure high-quality planning, implementation follow-up, monitoring and evaluation, reporting, stakeholder coordination, knowledge generation and institutional learning across programme activities in Kigoma Region. The role requires close collaboration with internal teams, government counterparts, implementing partners and other stakeholders to support evidence-based programming and coherent delivery.
Under the overall supervision of the Programme Coordinator and direct supervision by Project Officer (MECC/CAD/DRR) and in coordination with relevant technical staff, the incumbent will provide programmatic support to RE2CLID interventions in Kigoma, including support to monitoring and evaluation, reporting programme implementation, stakeholder coordination, research, capacity-building activities, learning and knowledge management, as well as the organization of workshops, consultations and steering committee meetings.
Responsibilities or duties
- Support the planning, coordination, implementation and follow-up of programme activities in line with approved workplans, results frameworks and operational priorities.
- Assist in monitoring and evaluation processes by maintaining activity trackers, compiling indicator data, supporting data quality assurance, and contributing to routine monitoring, analysis and results reporting.
- Draft and consolidate inputs for donor reports, internal updates, briefing notes, presentations, meeting records and other programme documentation in a timely and accurate manner.
- Support coordination and follow-up with internal units, field teams, government counterparts, implementing partners and other stakeholders to facilitate coherent programme implementation and timely action on agreed priorities.
- Contribute to stakeholder engagement and coordination activities by supporting stakeholder mapping, maintaining coordination records, preparing communication and meeting materials, and following up on agreed actions and commitments.
- Support research, information-gathering and knowledge sharing activities, including literature reviews, data compilation, organization of findings, and preparation of knowledge products to inform programme implementation and reporting.
- Assist in the organization and documentation of trainings, workshops, consultations, technical meetings, steering committee meetings and field missions, including preparation of agendas, participant lists, materials, logistical coordination and follow-up action points.
- Support capacity-building initiatives for staff, partners, government counterparts and community stakeholders through the preparation and coordination of learning activities, facilitating trainings etc.
- Support knowledge management processes by organizing programme files and documentation, maintaining information repositories, capturing lessons learned and good practices, and facilitating knowledge sharing across teams and partners.
- Perform other related programme support duties as may be assigned by the supervisor.
Required Qualifications and Experience
Education
- Bachelor’s degree in Development Studies, Social Sciences, International Relations, Public Policy, Project Management, Law, Monitoring and Evaluation, Disaster Risk Reduction, Environmental Studies, or a related field from an accredited academic institution with four years of relevant professional experience; or
- High school diploma with six years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in programme support, project implementation, monitoring and evaluation, reporting, coordination, or related functions within humanitarian, resilience, recovery or development programmes.
- Demonstrated experience supporting the preparation of reports, briefing materials, meeting documentation and programme updates for internal and external audiences.
- Experience supporting coordination with government counterparts, implementing partners, donors and other stakeholders.
- Experience in organizing trainings, workshops, consultations and coordination meetings, including preparation of materials and documentation of outcomes.
- Familiarity with research, knowledge management and learning processes is an advantage.
- Familiarity with IOM systems and experience in climate resilience, disaster risk reduction or displacement-related programming is an advantage.
Skills
- Strong programme coordination, organizational and multitasking skills, with the ability to manage multiple priorities and deadlines effectively.
- Strong monitoring and evaluation, reporting and documentation skills, including ability to compile, organize and present programme information clearly.
- Good information management, research and writing skills, with attention to detail and ability to summarize information from multiple sources.
- Ability to support stakeholder coordination, capacity-building activities and knowledge management processes.
- Familiarity with the work of UN agencies and/or similar international organizations, and proficiency in Microsoft Office applications, would be an advantage.
Languages
- All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
- For this position, fluency in English is required (oral and written) and have at least a working knowledge of Amharic (oral and written).
- Knowledge of other local languages is an advantage.
