Responsibilities
The incumbent will assist in:
• Implementing and monitoring judicial protective measures and immediately report breaches of authorised protective measures and protocols.
• Conducting threat assessments, identifying the protection needs of witnesses before, during, and after testimony and making recommendations for all necessary protective measures.
• Liaising with relevant national and local governmental and non-governmental bodies on witness support and protection matters.
• The movement of witnesses and WISP staff in Rwanda that may be required before, during, and after court hearings, including assisting with organising and supervising all transport arrangements.
• Maintaining at all times strict confidentiality on matters relating to witnesses and victims.
• Performing other duties as assigned (e.g. other safety and security duties).
Competencies
• Professionalism – Thorough knowledge of the functions and organisations of the IRMCT and witness management (civilian and detainee witnesses), as well as an understanding of witness operations and criminal justice actors and processes. Ability to identify and understand clients’ varying needs and have a productive partnership with them. Ability to work under high pressure and respond quickly and effectively to meet clients’ needs in fast moving situations. Ability and skills in working with people of different ethnic and cultural backgrounds, and experience in the use of interpreters. Willingness to work flexible hours and attend meetings or to witness needs outside normal working hours. Willingness to assist all witnesses. Shows pride in work and in achievements, including taking responsibility for assigned responsibilities and delegated tasks to prescribed standards. Education
• High school diploma or equivalent technical or vocational certificate.
Work Experience
• A minimum of four (4) years of progressively responsible experience in the field of military, police, correctional, or security management is required, of which at least two (2) years are in handling witness matters within a national or international witness protection and/or detention facility.
• Working experience in international tribunals or similar entities is required.
• Operational experience in protection and support issues for civilian and/or detainee witnesses at the international level is desirable.
• Experience in conducting investigations into threats directed toward witnesses and/or staff and implementing witness protection measures, as necessary, is desirable.
• Experience in the United Nations Security Management System, such as premises security is desirable.
• Languages
• English and French are the working languages of the IRMCT. For the post advertised, fluency in oral and written English is required. Working knowledge of French, Kinyarwanda and/or Swahili is an asset.
• Assessment
• There may be a technical test for qualified candidates followed by a competency-based interview.
