Worley Europe Limited as EPCm Early Services Contractor for EACOP Project invites experienced and reputable Contractors to express their interest in providing GRID BUFFER POWER TRANSFORMERS for the East African Crude Oil Pipeline (EACOP) Project.

The Republic of Uganda, the Uganda National Oil Company (UNOC), the United Republic of Tanzania and/or Development Corporation (TPDC), as well as other international oil companies partaking in the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the implementation of the EACOP Project (Potential Pipeline Participants).
The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE MATERIALS
The EACOP requirements for the Grid Buffer Power Transformer to IEC standards which shall include, but will not necessarily be limited to the supply of:
Liquid immersed Power Transformer
complete with conservator and OLTC. Special tools
Commissioning Spare Parts
On load tap changer (OLTC) with 25 taps (including neutral tap). Maximum step between taps is 1.25%. The total regulation range must be ± 15%
2) The base offer should include 1 Transformer, an additional Transformer should be included as an optional item.
The scope will include design, sourcing of material, manufacturing, assembly, packaging, supply of drawings and data, all sub-vendors co-ordination, factory testing, delivery FCA vendor and guarantees.

An experience list for similar equipment supplied to the Upstream Oil and Gas market in the last five (5) years.
Confirmation that transformers and associated equipment shall be of proven design, be in accordance with the latest industry practice and technology and shall comply with the requirements of IEC 60076.
The availability, reliability and Mean Time Between Failure (MTBF) data for similar units in service.
Routine test to IEC 60076-1, IEC 61378-1, IEC 61378-3
Bushing tests to IEC 60137
CT and VT tests to IEC 61869
Automatic Voltage Regulator (AVR)
Pre-magnetizing units
Tap changer tests to IEC 60214
Dielectric oil type test certificate as per IEC 62535
A copy of their own and main suppliers ISO 9001:2015 and 14001:2015 & OHSAS 18001 (ISO45001:2015) current certification.
Extracts from their Supply Quality Management Procedures, showing how material quality control is implemented in the supply chain and identify what positive material identification is implemented through the manufacturing process.
two (2) years look ahead shop loading charts for the facilities intended to manufacture, assemble, and test.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by Company.
