Job Summary:
EACOP is a 1,443km crude oil export pipeline that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania.
Worley will support EACOP partners led by international French company, through the execution of the project.

Part of the EPcmC role on EACOP is to procure goods and services required to construct the pipeline. The procurement process has significant impact on EACOPs commitments to local content in Tanzania and requires consistent and rigorous input from the Local / National Content Team. This role is to provide that input in Tanzania and report to the EPcmC LC/NC Mgr.

Required Competencies
• Liaise with the EPcmC procurement team to perform LC/NC evaluations of tender documents to ensure local content considerations and requirements are observed in full by tenderers and that the requirements and evidence demanded by EPcmC Annex 11 are submitted accurately and in full. This is a compliance function
• Liaise with the EACOP Local Content Contracts Lead in Tanzania to ensure minimum local content requirements are achieved in relevant contracts and to ensure compliance with Local Content Legislation/regulations
• Monitor the Expression of Interest (EOI) process to ensure correct wording and advertising requirements are maintained in accordance with the Tanzania Host Government Agreement (HGA) and that all EOIs are correctly displayed on the EACOP Website
• Attend EACOP & EPcmC meetings with Level 1 contractors and EPcmC subcontractors as required to provide input with regard to contractual requirements related to local content.
• Excellent communications and computer skills are a must
• NOTE: training will be provided with regard to the role’s activities and requirements and the role holder will be developed using the EPcmC Performance Management system which means she/he will be assigned a coach/mentor.

Qualifications and Experience Required
• This post is designated as a Tanzanian National position.
• Degree / Diploma or equivalent in Supply Chain Management and contracts OR
• Verifiable 5 years’ experience in contracts administration with a large infrastructure or civil engineering contractor
