Position Description
Plan International is seeking a project director for the anticipated Department of Labor (DOL) The Bureau of international Labor Affairs (ILAB) Tanzania Project to Combat Child Labor and Promote Acceptable Conditions of Work in Tanzania’s Artisanal and Small-Scale Gold Mining Sector. The Project Director is responsible for overall project management, supervision, administration, and implementation of a high-quality project. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including government and private industry stakeholders, sub grantees and/or subcontractors); lead collaborative initiatives with private companies; and oversee the preparation and submission of technical and financial reports to US Department of Labor.
Responsibilities:
• Provide overall technical and managerial oversight and leadership for the project.
• Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.
• Oversee the delivery and monitoring of sub-awards.
• Serve as the principal liaison with the Governments of Tanzania, USDOL and other donors, and project partners and stakeholders to ensure effective program implementation and build lasting relationships. Manage a team of project staff, technical experts, consultants, and local partners, while coordinating with headquarters and in-country project staff.
• Provide strategic guidance to the team for the completion of project activities in prioritized sectoral and geographic areas.
• Ensure project compliance with all USDOL financial, contractual, and reporting requirements.
• Ensure that milestones, performance goals, and indicators are monitored and achieved.
• Lead high-quality report preparation in English, capturing project activities, documenting impacts related to all activities, and ensuring timely submission
• Ensure Plan’s Child Protection Policy and Guidelines and Research Standards are adhered to during project implementation.
• Represent the program positively and professionally to internal and external stakeholders.
• Perform other duties as assigned.
Requirements:
• Bachelor’s degree in social work, child protection, international development, or a related field is required.
• 7+ years of international development program management experience on similarly sized multi-year US government-funded projects in a leadership position; demonstrated knowledge and use of program design, management, and project monitoring tools
• Proven experience overseeing subawards, meeting deadlines, achieving targets, and overseeing the preparation and submission of reports to donors
• Experience and familiarity with USG policies, procedures, and requirements
• Ability to maintain strong working relationships with all project stakeholders, including coalition building and promotion of public-private partnerships
• Significant technical experience in the areas of child labor; additional technical experience in child protection, education, livelihoods, social protection, institutional capacity building, and/or other relevant fields
• Prior experience in Tanzania
• Fluency in written and spoken English required
• Second language experience preferred; knowledge of local languages preferred but not required
• Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
