POSITION IN THE ORGANISATION
Job
Location: The position is initially based at EPcm contractor premises (US or Europe) and will move as the project progresses into construction activities to in-country based locations (Uganda or Tanzania).

Report To: EACOP CONSTRUCTION MANAGER
Direct subordinates (number): None

East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. PipeCo will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.

MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX :> 2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The Job Holder is responsible for:
• Coordinate project management administrative activities.
• Supporting EACOP Managers with their administrative activities with external entities.
• Supporting EACOP Managers with their coordination activities with external entities.
• Supporting EACOP Managers with their administrative tasks with their Contractors.

ACTIVITIES

• Contribute to improving crude oil pipeline construction and administration processes and procedures by supporting the compliance department and other EACOP packages.
• Ensure the project requirements are designed and executed in accordance with project standards, including Uganda and Tanzania authorities requirements (where applicable), EACOP standards, applicable international conventions, and best practice guidelines.
• Interface with the project management team to ensure that the project’s H3SE requirements and commitments are well understood and that necessary resources, processes, and mechanisms are available to enable compliance.
• Ensure that all the project administrative and regulatory requirements to be fulfilled before starting the construction are resolved before initiating any construction activities.
• Identify potential areas of administration vulnerability and risk in the EACOP Project and develop/implement corrective action plans for the resolution of problematic issues, including general guidance on how to avoid or deal with similar situations in the future.
• Assist in the gathering of internal and external information in response to authorities.
• The implementation of all necessary actions to ensure the achievement of the objectives of an effective project Procedures in the organization
• Follow up in/out project correspondences with external entities.
• Coordinate with EACOP managers the administrative tasks with their Contractors.

CONTEXT AND ENVIRONMENT
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km fo feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 36 months after FID.
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
• In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.

• To ensure that recommendations and reports are accurate, relevant, and timely which will lead to stakeholders being able to make informed and timely decisions.
• To undertake all activities she or he is responsible for or involved in with the highest level of consideration for HSE risk management, protecting human health, respecting communities, and conserving the environment.
• To promote safety and environmental awareness and conscientiousness at all levels through an exemplary and pro-active attitude towards the project team, the contractor, subcontractor, and vendor teams, and with all stakeholders.
• Should provide the project quality policy and management system environment with the greatest consideration in all tasks for which they are accountable or involved.

QUALIFICATIONS AND EXPERIENCE REQUIRED
Degree: Engineering - MSc Degree.
• Proven experience minimum 5 years in Oil &Gas in complex environment.
• Experience may include African projects.
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• English as mother tongue or Fluent in English (speaking and writing).
• Ability to analyze and interpret information related to the scope of work in an expedited way.
• Chinese as second language will be an added advantage
