JOB DETAILS:
This position is based in Dar es Salaam and reports to Head of Nutrition.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Programme design, implementation and guidance
• Contribute to the development of nutrition, HIV and school feeding/ school-based programmes, food systems programmes, projects, and activities, plans and processes, ensuring alignment with national priorities, United Nations Sustainable Development Cooperation Framework (UNSDCF), and wider nutrition, HIV, school feeding and food systems policies and guidance.
• Provide project management support to specific and defined nutrition, HIV, school feeding, food systems projects and activities, ensuring a coordinated approach with wider programmes/projects that complies with WFP standards and procedures.
• Provide technical and strategic advice on programme design for nutrition-specific and sensitive programming, including assessment and analysis, the choice of relevant objectives, activities (including community engagement), transfer modalities, and commodities to maximise impact on nutrition outcomes.
• Support to coordinate preparatory activities, implementation, monitoring of new programmes, projects, and activities including consultations, assessments, identifying stakeholders and establishing partnerships.
• Provide technical support to and facilitate engagement with national, regional, and local governments in the implementation of national nutrition, HIV and school feeding priorities including NMNAP II, National School Feeding Guidelines and Implementation Plan, Zanzibar School Feeding Guidelines, Tanzania’s Food Systems Pathways, enhancing the visibility of WFP’s support.
• Promote, identify and facilitate Government and community ownership of programmes and strengthened integration of nutrition, HIV and school feeding interventions in Government’s programmes and across the CSP.
• Support to ensure close follow up on activities under various agreements with Government institutions, NGOs, private sector etc. for high quality and timely implementation and reporting, identify bottlenecks and highlight potential risks to project delivery and address them timely with project focal points.
• Support the capacity building of WFP staff, partners, and national government to prepare for and respond to nutrition, HIV and school feeding needs including on specific thematic areas such as social and behaviour change, food fortification, school menu planning, HIV-sensitive social protection, food systems.
• Support thematic leads, unit focal points and heads on nutrition integration in WFP-supported programmes, projects, activities.
• Contribute to emergency preparedness and response actions, providing technical recommendations on contingency planning, risk analysis and early warning related to nutrition risks for Tanzanians and refugee communities.

Evidence generation, resource mobilization, partnerships and reporting
• Support to develop and coordinate nutrition, HIV, school-based programmes, and food systems related data gathering and monitoring and assessments (including for refugees) ensuring that rigorous quality standards are maintained.
• Support to track and analyse nutrition, HIV, school-based programmes, food systems data (including for refugees) and contribute to the preparation of accurate and timely reporting on nutrition, HIV, school-based programmes, and food systems activities that enables informed decision making and consistency of information presented to stakeholders.
• Contribute to or draft briefs, talking points, policy papers, and other relevant strategic materials for country office management, regional or headquarters’ use.
• Support advocacy efforts and the generation of reliable data, analysis, and evidence to inform policy, programming, and strengthen monitoring of routine data and evaluation of nutrition activities in close collaboration with the M&E unit.
• Actively contribute to resource mobilisation for nutrition, HIV, school-based programmes, food systems including identifying funding opportunities, drafting concept notes, funding proposals, corporate and donor reports.
• Actively participate and/or represent WFP and contribute to national or United Nations system cross-sectoral groups such as UNSDCF, joint programmes and platforms on nutrition, HIV, school feeding and food systems in Tanzania Mainland and Zanzibar. This includes the UNSDCF outcome discussions, development partners group for nutrition, education, AIDS and cross-cutting issues, Scaling Up Nutrition (SUN) Business Network and the NMNAPII and School Feeding coordination thematic/ technical working groups.
• Support to strengthen the SUN Business Network in Tanzania in WFP’s capacity as co-convenor.
• Support the identification of potential public and private sector strategic and operational partners and partnership negotiations and strengthen existing partnerships in the area of nutrition, HIV, school-based programmes, and food systems.
• Act as the Knowledge Management Focal Point and in collaboration with the Communications unit, generate regular communication pieces.
• Perform any other tasks as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Public Health Nutrition, Nutrition, Public Health or other related fields.

Language: Fluency (level C) in English language and Swahili Language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Minimum of three years experience working in nutrition, HIV, school feeding and/or public health related activities.
• Minimum of two years of experience in managing nutrition, HIV, food systems, school feeding programmes and contributing to the development of related policies, strategies, guidelines, manuals and budgets.
• Experience in working with governments and private sector on nutrition, HIV, school feeding and food systems programmes.
• Experience in conducting nutrition, HIV, food systems, and school feeding assessments, analysing data and drafting recommendations for designing appropriate programme interventions.
• Experience in collaborating with partners to strategically increase the awareness of nutrition, HIV, school feeding, food systems policies, strategies and/or programmes and managing government and non-government including private sector partnerships.
• Experience in resource mobilisation activities for nutrition, HIV, school feeding and food systems including writing funding proposals.
• Experience in drafting communication briefs/pieces on nutrition, HIV, school feeding and food systems.

KNOWLEDGE AND SKILLS:
• Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
• Excellent writing and presentation skills.
• Strong anlytical skills, innovative and creative thinking.
• Versatile and flexible team player.
• Ability to work within a team.
• Ability to work independently with minimum supervision.
