Job purpose
The Policy Analyst will support TICGL/TERI’s research and advisory activities by analysing public policies, laws, and regulatory frameworks relevant to Tanzania’s economic development, investment climate, and PPP environment.
The role involves translating research findings and data into clear, practical, and actionable policy recommendations for government institutions, development partners, and private-sector clients.
Key duties and responsibilities
The Policy Analyst will be responsible for the following:
- Conduct policy research and analysis on macroeconomic, fiscal, investment, and sector-specific issues affecting Tanzania’s development agenda.
- Review and interpret laws, regulations, government strategies, including FYDP IV and sector policies, and international agreements relevant to TICGL’s assignments.
- Prepare policy briefs, position papers, and technical memoranda that translate research findings into clear recommendations for decision-makers.
- Support PPP-related policy and institutional assignments, including analysis aligned with the Public-Private Partnership Centre’s legal and regulatory framework.
- Track and analyse policy and regulatory developments relevant to TICGL’s client sectors, including investment, trade, and public finance.
- Contribute policy sections and regulatory analysis to proposals, feasibility studies, investor guidebooks, and institutional reports.
- Support the organization of public lectures, stakeholder consultations, and policy dialogue events involving government institutions and universities.
- Collaborate with economists and data analysts to ensure policy recommendations are grounded in accurate and verified data and are strictly aligned with authorized source documents.
- Monitor the implementation and impact of relevant government policies and programmes, identifying and flagging risks and opportunities for TICGL’s clients.
- Support the drafting of formal correspondence, invitation letters, and institutional engagement materials for government and academic partners.
Qualifications and experience
Candidates must possess the following qualifications and experience:
- A bachelor’s degree in Economics, Public Policy, Political Science, Law, Development Studies, or a related field.
- A master’s degree in a relevant field will be an added advantage.
- At least two to four years of relevant experience in policy analysis, research, or advisory work.
- Experience within a consultancy firm, research institute, government agency, or development-sector organization is preferred.
- Sound understanding of Tanzania’s policy and regulatory environment, including investment, PPP, and public finance frameworks.
- Strong research, analytical writing, and report-drafting skills.
- Familiarity with data analysis tools, particularly Microsoft Excel.
- Knowledge of STATA or R will be an added advantage in supporting evidence-based policy work.

- Excellent analytical and policy-writing skills, with the ability to communicate complex issues clearly and concisely.
- Strong written and verbal communication skills in English.
- Proficiency in Swahili for effective engagement with local stakeholders.
