JOB DETAILS:
Project ECHO is collaborative medical education and care management model that empowers clinicians everywhere to provide better care to more people: right where they live. The ECHO Model leverages video conferencing technology and case-based learning to offer continuous education opportunities to health care providers by linking them with subject matter experts and virtual communities of practice through interactive, practical problem-solving sessions. This position is responsible for the technical management and implementation of monitoring and evaluation activities under Project ECHO throughout the country, including the establishment of a centralized data system for iECHO data and continuous monitoring and quality improvement of iECHO data. This position will also support the Centre for Distance Education (CDE) in the Monitoring & Evaluation activitie

Duties and Responsibilities:
• Regularly updating Evaluation and Performance Measurement Plan (EPMP) indicators and
• M&E data collection tools.
• Work closely with portfolio lead to ensure all program data are collected, appropriately documented, processed, and analyzed to inform project indicators and targets.
• Work closely with portfolio lead to prepare weekly, monthly, quarterly, and annual project reports for all portfolios.
• Follow up on the implementation of activities to ensure that activities are implemented by the scope of work and guidelines of the donor.
• Provide guidance to project portfolio lead on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.
• Oversee the collection and analysis of performance information and plan and manage evaluation, studies, and assessments.
• Ensure utilization of program data and other documentation for knowledge exchange and enhancing project visibility.
• Coordinate development of M&E framework to guide the COEHME in the management of the projects.
• Advise the project Management in using information for decision-making and resource allocation.
• Ensure quality control of data and information collected, through the development and/or review of tools for the data collection by the M&E framework for Project ECHO.
• Establishing a centralized monitoring and reporting system for Project ECHO data.
• Conducting routine monitoring and continuous quality improvement of Project ECHO data.
• Conducting routine analyses of Project ECHO data and preparing regular reports on the uptake of ECHO clinics throughout the country.
• Collaborating with Project ECHO hubs and spokes as well as US government implementing partners on issues related to Project ECHO data.
• Participating in M&E meetings coordinated by MOH and Project ECHO stakeholders.
• Leading efforts at the Centre for Distance Education to monitor the eLearning program.
• Spearheading efforts to track the uptake of e-Learning training as part of CPD
• Perform any other tasks assigned by the Senior Technical Lead and Principal Investigator.

Qualifications:
• A minimum of a Master’s degree in Health Monitoring and Evaluation, Health Systems Management, Project Planning and Management, Public Health, Health Informatics, or another related field.
• Academic Publication serves as an added advantage
• A minimum of 6 years of progressively professional experience in monitoring and evaluations.
• Reporting writing skills, and experiences in writing success stories.
• General knowledge and understanding of Project ECHO.
• Knowledge and experience in the design and management of indicators, M&E plans, performance targets, data quality assessment, data collection, and analysis.
• Excellent qualitative and quantitative data analysis skills, including command of qualitative data software and command of sampling methodologies, statistics, and software such as SPSS, and STATA.
• Experience using performance monitoring data for improvement of ongoing project/ activity management.
• Ability to conceptualize and structure monitoring activities and write reports clearly and concisely.
• Participated in and/or lead the conduct of qualitative and/or performance monitoring and/or evaluations.
• Experience in leading training and building capacity in evaluation
• Familiar with donor-funded project approaches, and operations particularly as related to evaluation, is a plus.
• A commitment to valuing diversity and contributing to an inclusive work and learning environment.
• Experience with virtual learning programs is required.
• Fluency in Kiswahili and exceptional English in written and oral communication skills.
• Ability to both work independently and work collaboratively with a variety of stakeholders, as well as the ability to work effectively over zoom and other virtual communication platforms.
• Ability to problem-solving in unexpected situations and flexibility to take on a variety of tasks.
• Experience with public health and/or medical projects preferred.
