JOB DETAILS:
Key tasks, deliverables and time frame
1. Build three water quality monitoring devices.
• Utilizing existing components build three water quality monitoring devices
• Pre-test devices in controlled environment
• Package devices for installation

2. Jointly with programme owners install, monitor and troubleshoot devices in testing sites
• Together with ZAWA and Zanzibar Field Office staff identify three suitable locations for the installation of the devices.
• Install devices in locations
• Monitor device functioning and provide troubleshooting support in the event of malfunction.
• Utilizing an HCD approach create the FM radio broadcaster / WiFi network prototype solution
• Utilizing a Human-centered approach document detailed requirements for the development of the prototype.
• Design and assemble FM Radio broadcaster / WiFi network prototype.

• Prepare draft documentation about the solution and jointly revise with Innovation and Knowledge Management Specialist
• Upload solution information into INVENT
• Trial prototype in real life setting

4. Build five FM radio broadcaster / WiFi network prototypes.
• Assemble/build five FM radio broadcaster / WiFi network prototypes.
• Pre-test devices in controlled environments
• Setup monitoring system for devices

5. Document experience and share with programme owners and other UNICEF staff
• Prepare way forward documentation about the solution, containing issues, bugs and improvements or features to be added to the system;
• Update solutions information into INVENT;
• Deliver one session to all staff about the deployment and the results from the real-life application of the devices;
• Deliver one session to ZAWA and Zanzibar Field Office about the deployment and the results from the real-life application of the Water quality monitoring device.
• Deliver one session to Education and SBC counterparts (to be identified) about the deployment and the results from the real-life application of the FM Broadcaster / WiFi transmitter.

Payment schedule.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

Assessment / selection process and methods
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost. This will make a total of 100%.

Location and duration
This assignment is expected to commence in mid-November 2022 and be completed in October 2023 (11.5 months duration). Once the selection process has been completed, the contract supervisor will communicate with the candidate to reach an agreement on the start date.
The incumbent is expected to work full-time in the UNICEF Tanzania country office, however some remote working will be considered

Evacuation coverage.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

Reporting

The consultant will work under the supervision of.
1st Supervisor: UNICEF Tanzania Knowledge management & Innovation specialist.
2nd Supervisor: UNICEF Tanzania Innovation Officer

To qualify as an advocate for every child you will have…
1. Recent graduate (less than 2 years) or master’s degree Student in ICT, Engineering or relevant academic field.
2. Relevant experience in Human Centered Design, namely interviewing and documenting programme activities
3. Experience with mobile technologies and database management systems.
4. Previous experience with NGO’s or UN agencies.
5. Previous experience in conceptualizing water quality monitoring systems.
6. Previous experience building embedded systems for development programmes

JOB DETAILS:
Specific Tasks:
1. Provide technical support and supervision for the finalization of SM radio programme Series One:
• Recruit writer or writers to complete Series One scripts
• Provide creative and technical advice and supervision to contracted writer(s) for completion of Series One scripts for serial drama and complementary features
• Support recruitment of radio production company and provide creative and technical inputs for production of 26 pre-recorded programmes for Series One
• Design Series
• One field-tests activities; support implementation; assess results and recommend needed changes
2. Work closely with TASAF to develop distribution plans for radio equipment and group toolkits and record-keeping systems for same. Support TASAF to design system for trouble-shooting common equipment problems / radio repairs.
3. Support TASAF in the formation of groups: carry out mapping of eligible households using universal register of beneficiaries; create SM site profiles; Design and develop simple guideline for formation of SM groups; Support TASAF to ensure membership recordkeeping systems are in place / database of members created.
4. Analyze training needs of TASAF cadres and produce training outline and content for simple training materials.
5. Develop launch plan and supporting communication materials for series one and support launch implementation
6. Provide technical support for development of Series Two and Three radio programme content:
• Develop TOR for individual writer or company to develop radio scripts for total 78 thirty-minute programmes (series 2 and 3) comprising serial drama and complementary features.
• Develop creative brief for contractor to ensure continuity of characters and key storylines from Series One; provide creative and technical script advice and supervision through completion of Series Two and Three scripts for serial drama & complementary features (78 programmes)
• Develop ToR for company for production of 78 pre-recorded radio programmes for series 2 and 3
• Provide creative and technical inputs for production of Series Two and Three
• Design field-tests activities for series two and three; support implementation; assess results and recommend needed changes
7. Develop content for print materials for SM members toolkit for radio listening: updated branding kit, radio care and operation instruction card, radio dust cover / carrying bag, group register, pen, membership cards, visual aide memoire for key messages.
8. Provide creative and technical inputs to graphic designer to produce final materials
9. Develop ToR for ICT monitoring and interactive radio partner; advise on selection of same; Work with contractor to ensure design, development and testing of effective system to meet needs of SM / TASAF ; ongoing analysis and application of findings to improve programme quality / effectiveness
10. Provide technical support and inputs to SM evaluation research team.
11. Support TASAF to develop field monitoring plan and tools for use by field cadres; provide technical support for monitoring and analysis; make recommendations for correction / improved implementation.
12. Document the process and lessons that led to successful transition from UNICEF funded project into a fully integrated and funded national program (12 – 15 pages).

To qualify as an advocate for every child you will have…
• At least 15 years’ professional experience in strategic communication, including Social and Behavior Change well as advocacy and public information; research experience related to strategic communication, including experience designing, implementation and monitoring of broader national SBC radio programs interventions; experience using qualitative methods in large-scale complex research designs especially relevant; developing creative concepts and supervising creative production
• Demonstrated leadership in designing SBC radio programs and community lead initiatives in developing country context, preferably in Africa region
• MA degree in a related subject area such as communication, anthropology, community psychology, social marketing, instructional design; interdisciplinary work is especially relevant
• Strong conceptual, writing and analytic skills
• Experience of working within the framework of social protection programmes preferred.

Methodology

This assignment shall be conducted in the period of one year, both remotely and in country depending on the deliverables.

The consultant will work under the supervision of the Chief WASH.

Location & duration
The consultancy is based in Dar es salaam and a consultant will work remotely and at TASAF field locations. The consultancy will cover a period of 160 working days from December 2022 – November 2023 whereby 60 percent in Tanzania and 40 percent remotely.
