JOB DETAILS:
KEY TASKS, DELIVERABLES AND TIME FRAME
Specific tasks will include:
• Gender Programmatic Review: Provision of technical expertise and leadership to guide UNICEF Tanzania Country Office to conduct a gender programmatic review using UNICEF GPR tools and guides. This will include designing review methodologies, tools, data collection, analysis and documentation of findings, and recommendations.
• UNICEF Tanzania Country Office Gender Action Plan: Provide guidance and leadership to UNICEF Tanzania’s sector programmes and operations to develop a gender action plan detailing both integrated and targeted results areas with the focus of transforming gender relations, discriminatory gender norms and practices and power dynamics in UNICEF-supported programmes. The plan will be based on large consultations and including UNICEF staffs, development partners and Government.
• Position paper: Develop a briefing paper to provide a concise overview of UNICEF Tanzania’s approach to achieve gender-transformative results, highlighting its unique features and concrete examples of good practice that show how the gender-transformative approach is being implemented by the country office. This paper will act as an internal resource to inform programming and will be integrated into related frameworks and guidance.
• Resource mobilization: Drawing on the position paper, provide technical guidance and inputs for the development of a concept note on programming for gender-transformative results in UNICEF Tanzania to be used for mobilizing resources from both internal (UNICEF) and external donors.
• Programme management, advisory and oversight support: Provision of high-level technical guidance and support to sectoral programmes and operations to strengthen the quality, and advance the delivery of, results on gender equality and the empowerment of women and girls in UNICEF Tanzania’s programming. This includes strengthening the quality of research and evidence on gender programming, supporting high quality reporting on gender results, and representation of UNICEF in relevant coordination bodies on gender at the inter-agency level and with development partners.

PAYMENT SCHEDULE.

• Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS
The selection process will follow the normal SOP for individual consultancy
• The weight allocated between technical and financial proposal is 75/25 (technical/ financial).
• Minimum technical assessment points are 50 points (50% of 75 points).
• The following technical assessment criteria and points can be used for analyzing the proposals.

MEDICAL EVACUATION COVERAGE.
• The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

LOGISTIC AND LOCATION
• This assignment is expected to commence in November 2022 and be completed in April 2023 (six months duration). Once the selection process has been completed, the contract supervisor will communicate with the candidate to reach an agreement on the start date.
• The incumbent is expected to work full-time in the UNICEF Tanzania country office; however, some remote working will be considered.
• This consultancy requires the incumbent to travel (international travel) for 2 days.

DURATION AND LOCATION OF THE CONSULTANCY
This consultancy covers a period of 6 months. The incumbent will be based in Dar es Salaam.
To qualify as an advocate for every child you will need to have …
• Master’s level university degree in Development Studies, Social Policy, Gender and Development, Social Sciences, Public Health, Business Administration, or other relevant field.
• A minimum of 8 years of professional experience in development and humanitarian settings, with a focus on gender equality and women’s empowerment programming.
• Demonstrated experience with approaches to build capacity on the technical aspects of gender programming and analysis for a diverse set of stakeholders.
• Proven experience in designing and conducting gender programmatic reviews and developing gender action plans in development settings.
• Strong analytical, coordination, and partnership building skills.
• Excellent writing and verbal communication skills.
• Experience working with the UN or other international development organization; experience working with donor agencies and private sector engagement is an asset.
• Fluency in English, knowledge of other UN languages is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
