JOB DETAILS:
Major responsibilities
Activity
ICT Project Management: 30%

Liaise with ICT staff and various World Vision Tanzania departments in implementing new or modified business solutions such as corporate applications e.g. e-signing platforms, fleet management system, etc. and source reliable ICT equipments.

End Results
• Analysis, design, and implementation of Information Management System
• Technical support ICT equipment to ensure they are optimally utilized and operational at all times.
Activity
ICT for Development (ICT4D): 30%
Working with Technical Program team in planning, designing, and implementing ICT for development (ICT4D) initiatives which are scalable and sustainable.

End Results
• Work with World Vision Tanzania internal and external stakeholders to define the scope, goals and deliverables of new ICT for Development (ICT4D) projects.
• Develop an ICT4D roadmap for World Vision Tanzania
• Establish and monitor National Office ICT4D project dashboard.
• Monitor project activities, track project milestones and deliverables, and take action when progress deviates from plan
• Manage project risks: identify and assess project risks using a qualitative or quantitative risk management method and develop and implement risk mitigation plans
• Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.

Activity
Capacity Building: 20%

Liaise with ICT staff in ensuring both ICT team and other staff have knowledge and skills to utilise digital platforms (Hardware and software).

End Results
• Assess the strengths, capacities, opportunities and potential of staff in systems utilization (both existing and new systems).
• Develop a training plan to roll out the training(s)
• Develop training manuals to address the identified gaps.
• Train staff on the identified gaps
• Do follow ups on the action plans developed during trainings to ensure they are implemented
• Provision of fast and secure way to communicate among teams and offices.

Activity

Planning, Monitoring, Documentation and reporting: 10%
Work hand in hand with the ICT staff to ensure proper lessons and successes of ICT activities (including projects) are well documented for sharing and future use.

End Results
• Compile monthly, quarterly, semiannual and annual reports and share them with ICT Manager
• Analyze the ICT4D project progress and compile reports for management.
• Document best Innovation practices that can be replicable to other projects.
• Hold quarterly review and planning meetings to review past periods and plan for subsequent periods to ensure alignment to objectives.
• Monitor ICT project operations against set plans.
• Oversee and analyze the ICT project budget to ensure activities are undertaken in line with the budgetary provision.

Activity

Collaboration and networking: 10%
Working with ICT Manager in identifying, linking and maintaining strategic partnership with external ICT stake holders

End Results
• Initiate strategic institutional collaboration with other stakeholders and potential donors with an aim of scaling up the ICT initiative.
• Participate in active fundraising activities and development of proposals to expand the ICT initiative to other locations.
• Maintain good relationship with donors and ensuring reporting requirements are met on time.
• Promoting the ICT integration into the WV Tanzania programming model.
• Contributing to the overall effectiveness of the WV Tanzania ICT as a member of the country ICT Forums and engaging in discussions and decision making on the strategic direction impact the organization.

Knowledge/qualifications for the role
Required Professional Experience
• At least two year’s working experience in an ICT project management
• ITIL Certification is preferred.
• CCNA Certification is preferred.
• PMP Certification is preferred.

Required Education, training, license, registration, and certification
• Bachelor’s degree/Advanced Diploma in Information Technology, Computer Science, Computer Engineering or relevant field from a recognized university.

Preferred Knowledge and Qualifications
• Good working knowledge of telecommunications technologies (wireless networks) and Network Architectures for both Local Area Networks and Wide Area Networks
• Excellent working knowledge of Internet technologies, including TCP/IP suite of protocols; Internet security; Internet routing)
• Good working knowledge of Microsoft Windows Operating Systems configuration and administration
• Good working knowledge of office automation applications (Microsoft Office)
• Excellent communication and inter-personal skills. Must be able to work in a multi-cultural environment
• Excellent analytical, problem solving and negotiation skills
• Customer-focused. Must demonstrate a strong willingness to meet the customer’s needs while balancing the organization’s needs and priorities
• Demonstrates eagerness and aptitude for acquiring necessary technical knowledge, skills and judgment to accomplish a result or to serve a client’s needs effectively
• Excellent time-management skills. Able and willing to meet deadlines.
• Ability to work in, and contribute to, team building environment
• Must be willing to travel to various locations in Tanzania, and to live under harsh conditions
• Must be able to speak, understand and write fluent English

Travel and/or Work Environment Requirement
• Work environment: Office-based with frequent travel to the field
• Travel: 40% Domestic/international travel is required.
• On call: Yes

Physical Requirements
• Must be willing to travel to various locations in Tanzania, and to live under harsh conditions

Language Requirements
Must be able to speak, understand and write fluent English
