JOB DETAILS:
Project Description:
The Integrated Natural Resource Management (INRM) activity provides on-demand support services and technical assistance for USAID Missions, Bureaus, and Independent Offices, and is managed by the Center for Environment, Energy, and Infrastructure (EEI) in the Bureau for Development, Democracy, and Innovation (DDI). INRM supports integrated analysis and programming across development sectors. By using a multi-sectoral lens, INRM seeks to strengthen the impacts of USAID’s core environmental programming by recognizing synergies, adopting best practices, and building broader constituencies for integrated programming. The activity is designed to help USAID operating units achieve higher impact environment programming and to support the uptake of principles and approaches outlined in the Agency’s Environmental and Natural Resource Management Framework.

Role’s Purpose:
• The Gender and Social Inclusion (GESI) Advisor will work with the USAID/Tanzania Heshimu Bahari activity to conduct an activity-level Gender Analysis. S/he will support the Heshimu Bahari team to identify and analyze key gender and social inclusion-related issues that will be addressed by the Activity and develop a comprehensive Gender Assessment. This information will form the foundation for intervention design, and serve as the basis for Heshimu Bahari’s Gender and Vulnerable Populations Strategy.

Objectives and Duties:
• Specifically, the GESI Advisor will be responsible for the following tasks:
• Review the proposed methodology for the Gender Analysis and provide input into ensuring integration with climate change and marine conservation consideration, including:
• the specific climate-related vulnerabilities faced by women and girls in Tanzania;
• the potential impacts of climate change on gender-differentiated marine livelihoods; and
• opportunities to incorporate women and girls as leaders in uptake of climate-smart practices.
• Provide oversight and review of the Heshimu Bahari Gender Analysis, ensuring that it is done well and that the recommendations of the analysis are integrated into the activity results chains, work plan and MEL plan, in collaboration with the implementing partner’s long-term Gender Advisor.
• Review the Heshimu Bahari Gender and Vulnerable Populations Strategy and provide technical support to the Heshimu Bahari Gender Advisor to ensure its completion.
• In alignment with the initial gender analysis and overall activity approach, support the IP to develop a value chain assessment methodology that ensures a strong focus on gender, including gender-specific vulnerabilities to climate change.

Deliverables and Schedule:
• Review Methodology and Outline for the Gender Analysis October 15, 2022
• Review Draft and Final Gender Analyses November 15, 2022
• Review Gender and Vulnerable Populations Strategy December 31, 2022
• Collaborate to develop gender-sensitive Value Chain Assessment Methodology February 15, 2023

Reporting:
• The GESI Advisor will report to the WEE Buy-In Portfolio Manager.
