Summary
Save the Children is seeking a Finance and Administrative Director (Director) for the anticipated five-year USAID-funded Thamini Afya (Value Your Health) Activity in Tanzania. This Activity aim to improve health outcomes by transforming socio-cultural norms and promoting the adoption of healthier behaviors among Tanzanians. The Activity is anticipated to provide technical assistance to the Government to improve policy and implementation framework around SBC activities.

The Director will lead project finances and administration with close oversight of budgeting, financial forecasting and analysis, office administration and/ or project operations including procurement, logistics, security, and human resources. The successful candidate will possess significant experience leading finances and operations of USAID or other international donor-funded projects.

This Key Personnel position is subject to USAID approval. It is also contingent upon project award and funding to Save the Children. National candidates are encouraged to apply. This position will be based in Dar es Salaam.

What You’ll Be Doing (Essential Duties)
• Lead financial management and ensure that the Activity meets all Save the Children, USAID and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country.
• Establish efficient financial and operational systems including internal audits, compliance, record keeping and risk management.
• Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes.
• Manage project procurement and human resources as needed.
• Manage or oversee training of staff and partners on donor regulations, grant management systems, financial management, procurement, and administrative procedures.
• Track and analyze all costs incurred under the award; oversee all payments.
• Monitor project budget and advise senior management on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all project activities.
• Overseeing subgrantee budgets and expenditures.
• Supervise a team of finance and operations staff.
• Ensure application of documented policies and procedures related to administrative and operational functions in accordance with agency, host country, and donor requirements.
• Liaise with home office financial, compliance and field operations teams.
• Oversee management of sub offices, vehicle, security, and host country registrations.

Required Qualifications
• A bachelor’s degree in finance, accounting or a related field with CPA from a recognized university or equivalent is required.
• Demonstrated experience in managing and supervising a team.
• Demonstrated success in managing finances for organizations with multi-million-dollar annual budgets. Experience in managing USAID finances is an added advantage.
• Outstanding interpersonal skills.
• Seven years of experience in a financial management capacity for an activity of similar size, technical complexity, and setting supported by the US government or other donors.
• Demonstrated experience supporting and working with activity technical staff to ensure resources are used efficiently and to accurately account for expenditures.
• Ability to communicate effectively in English and Swahili, both verbally and in writing.
• Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software.
• Demonstrated success in managing sub-grants including conducting risk assessments and building capacity for grant-worthiness.
