JOB DETAILS:
Job Title: Director of People Operations
Accountable to: Chief People and Culture Officer
Reports: Matrix – People Operations Managers (x6 in-country)
Contract: Permanent role
Based: Based in any of our African operating countries

Principle Accountability
As a member of the People and Culture Leadership team, the Director of People Operations will lead the Global People Operations Hub within the People and Culture Team and ensure the provision of a high quality, effective organization-focused approach to employee relations, policies and employee life cycle services. They will support the repositioning of People and Culture in CAMFED and support HRIS planning and implementation across our Global Hub. Once implemented, they will lead on the HRIS continually and proactively adapting our processes, systems, and policies to support excellent customer service ensuring our people can deliver on our mission and strategy.

Specific Accountabilities:
Leading the Hub
• Devise, initiate, and deliver a transformative and innovative People Operations Hub that aligns fully with our values and sets CAMFED apart as a great place to work.
• Support the People Operations Managers in each country to deliver their best.
• Continually and proactively identify improvement opportunities with service provision.
• Work in partnership with the Strategic People Partners ensuring the infrastructure in the People Operations hub supports them to deliver to customers.
• If circumstances require and in collaboration with partners, engage in partnering with senior leaders where required (due to demand, expertise or geography).
• Work with Head of Global Projects on key change projects (e.g. policy refresh, resolution etc.)
• Ensure robust processes and practices in Resolution Services (disciplinary and grievance) and work to rebrand this work to be grounded in productive conversation, mediation and resolution. Support Strategic People Partners with cases as required.
• Ensure all contributions from the People Operations Hub fully meet expectations including quality of people policies, talent acquisition processes, employee relations, compliance and support to Strategic People Partners.
• Working with Talent and Learning Operations Manager monitor and review CAMFED’s Talent Acquisition (recruitment) processes and practices to ensure we attract, recognize and retain talented individuals.
• Use a range of employee KPIs, metrics and qualitative data proactively to improve our organizational performance and encourage business-focused decisions. Provide reports and briefings as required, including reports to the Executive Team.
• Work with the Portfolio Manager to ensure meaningful people insight is provided to assist the organization in decision-making.
• Be the key point of contact on employment legislation in CAMFED.
• Keep up to date with relevant Government policy proposals and legislation, and the best practice of relevant organizations, ensuring that CAMFED complies with legislation and adopts prevailing best practices wherever feasible.
• Identify policy change and initiate appropriate plans to consult, negotiate and inform our people.
• To work collaboratively with the Specialist hub.
• To work in collaboration with the Learning and Talent Operations Manager to ensure streamlined processes around talent acquisition (recruitment), talent development, induction and organization development interventions which align with our ambition to be a ‘learning organization’, engaging our people to fulfil their potential and be the best they can be.
• To support the development of Global Frameworks to support the commissioning of External Partners to support the People and Culture Portfolio. To lead and support tendering exercises.
• To lead the digitization of Payroll and Benefits to ensure consistent approaches and seamless processes.
• To work in partnership with Specialist Hub to ensure an effective Performance Evaluation process in line with Global Framework.
• Maintain expert knowledge of current and proposed legislation, trends and HR and OD practice.
• Maintain efficient and effective People Operations processes and procedures to maintain all records and align with Data Protection/GDPR requirements.
Team Development
• Lead, motivate and develop the People Operations Hub which includes People Operations Managers and Co-Ordinator’s.
• Work collaboratively with other team members in the Global Hub.
• To manage, mentor, coach and ensure the development of People Operations Managers.
• To ensure your team is supported to flourish, ensuring wellbeing is a priority.
Human Resource Information System
• To support the planning for and effective implementation of a new HRIS, constructively challenging to improve our processes. To support Portfolio Manager to gather data and map processes across the national offices.
• To be the lead on the CAMFED Global HRIS, once embedded.
• To ensure high-quality data is available for stakeholders.
• To ensure HRIS supports a thorough and clean audit process.
• To engage with and promote the use of the HRIS to empower our people to manage their own data.
• Identifying opportunities to automate processes and implement improvements that continue to realise the benefits and efficiency gains from the investment in the HRIS system.
Case Management
• To ensure effective policies, practices and record-keeping protocols in place for Resolution Services (disciplinary, grievance etc.)
Policies and Processes
• To ensure the processes in the hub are efficient, streamlined and consistent with global approaches.
• To ensure policies are locally relevant and globally consistent.
• To ensure our policies are current in terms of being family-friendly, inclusive and progressive making us an attractive Employer.
• To be proactive in reviewing and adapting policies and practices as required.
• To research and engage with external networks to help us predict, plan for and respond to emerging events and wider employment trends.
• To constantly pay attention to how our policies impact culture at a local and global level.
• To support the team in ensuring the accurate implementation of payroll each month.
Audit and Compliance
• To ensure all People related activities across all entities are compliant at all times.
• To support the audit process ensuring our systems and processes support a clean audit in each entity.
Leadership
• To continually model superb leadership.
• Contribute to the development of the People Strategy.
• Support the Chief People and Culture Officer to define, develop and implement action plans for achieving and maintaining organisational ambitions.
• Work with People & Culture leadership team to model leadership developing a function that is recognised and valued as a centre of excellence.
• To be an active member of the Global People and Culture Leadership Team contributing ideas, support and challenge.

Person Specification
• Strong operational and strategic People Operations (HR) experience, potentially as Head of HR/People.
• Experience of transforming a People function.
• Credibility in delivering to a high standard.
• Strong communication and stakeholder management skills with the ability to influence across all stakeholder levels and is able to build positive, professional relationships.
• Proactive with a can-do approach and experience of establishing robust service delivery.
• Professional qualification or degree in Human Resources or related field (where appropriate in the local context).
• Experience of working in the INGO sector would be preferable but not essential.
• Ability to build productive relationships with all stakeholders.
