About the project
The Pathways to Prosperity Gold programme has an overall goal of achieving a thriving ASGM sector that is economically profitable, socially responsible and environmentally sound by 2029. The project aims to achieve this by having an increased number of ASGM with grown, diversified, sustainable and resilient mining businesses with improved working conditions, having a vibrant ASGM sector that has access to mining technologies, equipment and geological data and down and middle stream companies sourcing for sustainable and inclusive gold and investing in responsible mining businesses. Some of the activities that will be undertaken to achieve all of these outcomes include training and provision of products and services (this also include access to finance), tailored to the needs of miners.
The Pathways to Prosperity (P2P) is a 7-years project being implemented by Solidaridad in partnership with Gender Action Tanzania (GATA) in Tanzania and Centre for Environmental Justice and Development(CEJAD) in Kenya. The project will be implemented in Geita and Shinyanga regions in Tanzania and in Migori, Narok, Kakamega and Turkana Counties in Kenya.
The artisanal and small-scale gold mining (ASGM) sector in Kenya and Tanzania is a significant source of employment and income for local communities. However, it is also associated with numerous challenges, including human rights abuses and inadequate occupational health and safety (OHS) standards. To address these issues, there is a need for comprehensive training on human rights and OHS for miners to ensure safer working conditions and the protection of their rights.

Project’s objectives:
The primary objective of this consultancy is to develop and deliver training programs on human rights and occupational health and safety tailored for artisanal and small-scale gold miners in Kenya and Tanzania. The training program aims to improve the miners’ knowledge and practices, thereby enhancing their safety, compliance with international standards, regulatory institutions and well-being.

Scope of Work
The scope of work are as follows:
• Needs Assessment:
• Conduct a thorough assessment and document a detailed report of the specific human rights violations and OHS challenges faced by ASGM communities in Kenya and Tanzania.
• Identify key stakeholders, including miners, government officials, CSOs, local authorities, and community leaders, to be engaged and get involved in the training programs.
• Training Material Development:
• Develop comprehensive training materials on human rights and OHS tailored to the ASGM sector.
• Ensure that materials are culturally relevant and understandable to the miners considering the literacy levels and languages of the miners and communities around them.
• Training Delivery:
• Conduct grassroots level training sessions covering the 60 selected mines in Kenya and Tanzania based on the P2P target project areas.
• Adopt a participatory training method to engage participants effectively.
• Provide practical demonstrations and hands-on training where possible.
• Monitoring and Evaluation:
• Develop and implement a monitoring and evaluation framework to assess the effectiveness of the training.
• Collect feedback from participants to inform future training initiatives.
• Submit a detailed report on the training outcomes and recommendations for ongoing capacity building.

Suggested Approaches and Methodologies
The detailed methodology and field work schedule will be developed in consultation with Solidaridad and the consultants during the inception meeting.
However, the consultants will ensure the following steps:
• Engage with the relevant Solidaridad team in Tanzania and Kenya, and hold interactions with, Program Manager, Project officers, M&E & Communication Unit and the core team to be acquainted with the project, its activities and the proposed work.
• Jointly with the selected project team to prepare a detailed implementation methodology including training material, a detailedfieldwork schedule for implementation and follow up.
• Prepare and share detailed budget based on the expected schedule of work and period of implementation

Deliverables
The consultant is expected to deliver the following:
Inception Report:
• A detailed plan outlining the methodology, expected work plan, and timeline for the consultancy within 10 days of signing the contract
Needs Assessment Report:
• Findings from the needs assessment, including identified challenges and training needs.
Training Materials:
• Comprehensive training modules on human rights and OHS for ASGM mines in Tanzania and Kenya.
• Supporting materials such as handouts, visual aids, and practical guides in soft copy with the copyrights under Solidaridad Network.
Training Sessions:
• Successful delivery of training sessions in at least 10 mining communities in each country or region for Kenya and Tanzania respectively.
Final Report:
• A comprehensive report detailing the training conducted, feedback received, and recommendations for future training and capacity-building initiatives.

Expertise Required and Qualification
The individual consultant must have the following expertise and qualifications:The consultant or consulting firm should possess the following qualifications and experience:
Professional Qualifications:
• Advanced degree in human rights, occupational health and safety, social sciences, or related fields.
Experience:
• At least 3 years of experience in conducting training on human rights and/or OHS, preferably within the mining sector.
• Demonstrated experience working with artisanal and small-scale mining communities, particularly in East Africa.
Skills:
• Strong facilitation and communication skills.
• Ability to develop culturally sensitive and accessible training materials.
• Proficiency in English and Kiswahili; knowledge of local languages is an advantage.

Duration
The assignment is expected to be undertaken not more than 60 days from the date the contract is signed.

Reporting
The Consultant will report directly to the Solidaridad Tanzania and Kenya Country Managers and work closely with the project team to undertake the assignment.

All data and information received from Solidaridad for the purposes of this assignment are to be treated confidentially and only be used in the execution of this TOR. All intellectual property rights, including all reports, arising from the execution of this TOR shall be assigned to Solidaridad. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of Solidaridad.
