Global Communities is seeking an experienced Chief of Party (COP) for the anticipated USAID will strengthen the health and food market systems that promote adoption of optimal nutrition-related behaviors across a range of stakeholders in targeted regions in Tanzania. This purpose will be achieved by a) increasing the coverage of quality nutrition services at health facilities and community; b) improving consumption of safe, nutritious foods; and c) increasing capacity of councils to utilize data, plan, budget, and deliver quality nutrition services.
The COP will lead and oversee the overall implementation of the program, including the strategic vision, technical strategy, financial and operational leadership, and human resources. Responsibilities
The COP is responsible for overseeing the strategic vision, technical quality and direction, partner relations and commitments, and timely achievement of all project deliverables. The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project. S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the COP will be responsible for communications with USAID, for publicly representing the project, and for liaising with government and other institutions/stakeholders on project activities.
Specific responsibilities include the following:
• With adaptivity and agility, provide an integrated vision and handle overall management of the program across sectors, including program leadership, staff and partner oversight, monitoring and evaluation, and program implementation.
• Provide strategic leadership through vision, continuous improvement of quality, innovation and establishing a results-driven-management system.
• Mentor senior technical staff to develop and implement standard operating guidelines, quality assurance and control systems, milestones, successful startup, and efficient technical service delivery mechanisms.
• Oversee partners’ and sub-grantees’ performance by establishing accountability mechanisms in program, finance, commodity, and data quality management.
• Develop systems to identify operational risks and their management and to reduce risks in project implementation.
• Establish a culture of learning and evidence-based decision-making through systematic inquiry, analysis, and data-driven quality improvement / adaptation.
• Work closely with MEL Director to integrate Collaboration, Learning, and Adaptation approaches and activities into the project workplan, project management system, partnerships, and into job descriptions and individual performance goals.
• Design and/or facilitate effective mechanisms for learning including joint program reviews, after-action reviews, pause-and-reflect sessions, documentation and dissemination, knowledge exchange, mentorship, and accompaniment to facilitate knowledge uptake and applied learning
• Assure good financial management of the project (e.g., budget execution, program-finance linkages, monitoring and reporting processes and procurement systems) and adhere to GC and USAID financial policies and procedures.
• Oversee total compliance to GC and USG regulations in all aspects of program implementation.
• Acts as primary point of contact with USAID, government counterparts, and other critical in-country stakeholders; build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.
• Lead regular work plan, budget, and implementation reviews to facilitate the cost-effective and timely achievement of contract deliverables.
• Oversee the production and submission of timely, high-quality activity reports, financial reports, and oral presentations to USAID and other relevant parties, effectively and accurately communicating project progress, achievements, challenges, lessons learned, and utilization of funds.
• Lead in managing human resources through recruitment, mentoring, setting performance objectives, rewarding, and training project team members.
• Lead efforts to collaborate and coordinate with other Tanzania projects across relevant sectors, other donor, and non-governmental organization (NGO)-sponsored activities; foster good working relationships with other agencies working on similar or complementary projects, maximizing visibility and learning.

Qualifications
• Master’s degree (or equivalent) in a discipline related to international development, public administration, public health, nutrition, life sciences, or related field with a minimum of 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in a field related to nutrition; or,
• Bachelor’s degree in a discipline related to international development, public administration, public health, nutrition, life sciences, or related field with a minimum of 12 years of experience managing multi-sectoral projects with increasing responsibilities and duties in a field related to nutrition.
• Ten years professional experience, with progressively increasing responsibilities and duties in fields related to the successful implementation of multi-sectoral nutrition projects (e.g., health systems strengthening, primary health care, nutrition, food systems, local governance, and capacity building, Collaboration, Learning and Adaptation (CLA), and/or social and behavior change) is required
• At least five (5) years of experience as Chief of Party, senior management position, or equivalent, leading implementation of large multisectoral international donor programs particularly related to nutrition or health systems.
• Graduate degree in a related field of study (e.g., public health, medicine, nutrition) is required.
• Experience in Africa required, with preference for recent work in Tanzania.
• Experience with organizational capacity development and strengthening systems.
• USAID contract management experience required.
• International NGO or for-profit contractor experience required.
• Strong management, leadership, and governance skills within public sector, civil society organizations, NGOs, or multi-sector bodies to achieve sustainable outcomes, especially in developing countries.
• Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders;
• Strong commitment to and proven track record of using evidence and performance data to improve quality and impact of programs
• Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is required.
• Fluency (verbal and written) in English required, Swahili preferred.
