This role requires a broad and informed understanding of politial, economic, and socio-political issues at a national and global level, coupled with expert knowledge of legislation and regulatory framework development cycle on matters impacting especially the ICT & financial services sector. Good writing, analytical skills and evaluative judgement is required to address public policy challenges to Vodacom Tanzania.
Key Responsibilities:
Policy Advocacy & Strategic Advisory:
- Serve as the principal advisor on legislative affairs, and public policy positioning, ensuring alignment with corporate strategy and legal compliance.
- Design and implement integrated advocacy plans that leverage evidence, partnerships, and narrative framing to influence national and regional policy outcomes.
- Advise leadership and business units (Regulatory, Finance, Vodacom Business, M-Pesa, and Consumer Business Unit) on political risk, regulatory positioning, and policy windows to shape proactive and reactive strategies.
Policy Research, Intelligence, & Trend Analysis
- Continuously monitor and interpret macroeconomic, legislative, and geopolitical developments to identify regulatory risks, policy shifts, and emerging opportunities.
- Conduct forward-looking policy foresight analysis using scenario planning, horizon scanning, and systems thinking to support long-term strategic planning.
- Generate policy briefs, consultation submissions, and regulatory impact analyses to inform internal and external stakeholders.
Stakeholder Mapping, Influence, and Engagement
- Maintain a dynamic, tiered stakeholder map, identifying power dynamics, influence pathways, and potential allies or detractors across government, regulatory bodies, multilateral institutions, and civil society.
- Lead engagement strategies that embed customer value and national development goals into Vodacom’s external messaging.
- Ensure strategic participation in public-private dialogues, parliamentary hearings, and working groups relevant to the digital, telecom, and financial services sectors.
Public Policy Leadership
- Act as the lead public policy representative in cross-functional initiatives and high-level forums in the absence of the Director of External Affairs.
- Champion internal capacity-building in regulatory literacy, political economy, and policy influence across business units.
- Represent Vodacom in regional and international public policy platforms, advocating for an enabling policy environment in Tanzania and across Africa.
Qualifications, Experience, Competencies and Skills
- Degree in Law, Political Science, Public Policy, International Relations, or related fields.
- 5+ years in public affairs, politics, or public sector engagement at a senior level.
- Strong diplomatic and relationship-building skills.
- Politically astute with social fluency and ethical integrity.
