Job title: Project Coordinators (Collective Investment Agent for VSLAs) – 3 positionsfor Her Money Her Life Project to be based in Korogwe-Tanga, Mufindi-Iringa and Rungwe-Mbeya region
About the project

CARE Tanzania in collaboration with KAZI YETU and Tanzania Smallholder Tea Development Agency (TASHTDA) implements Her Money Her Life Project, a two years’ project in Tanga, Iringa, Njombe and Mbeya regions with the overall development objective of increasing independence and economic opportunities for women farmers to boost quality, increase quantity and diversification in Tanzania’s tea sector. It is also aiming at supporting women farmers, to acquire knowledge, access, and control of productive resources for increased productivity, income, and autonomy, to leverage the accumulated capital and revolving credit held by VSLAs. CARE will apply an innovative Collective Investment Model, whereby VSLAs will mobilize and pull together capital and utilize different platforms to incentivize women famers to invest and leverage their own capital to address key constraints, increasing market access and potential for women own agri-business. CARE’s VSLA approach is supported by Chomoka, an innovative digital platform that was launched in Tanzania in 2019.

Job summary
The Project Coordinator (Collective Investment Agent for VSLAs) will provide technical and operational leadership and support to VSLAs groups and similar saving and groups in such a way that the farmers in the project area increase financial resilience that invest into profitable and environmentally sustainable enterprises. With an intention to support their tea value chain development by improving in processing, tools, including their post- harvest handling approaches, access to capital and saving ability. The Project Coordinatorsare expected to maintain effective working relationships with other project staff including close working relationship and capacity building to KAZI YETU officers on VSLA’s approach and collective investment innovation to help saving groups to take forward these initiatives beyond the lifetime of the project after CARE exit and all her implementing partner.
These positions will report directly to the Senior Project Manager for “Her Money Her Life” project.

Key responsibilities:
• Take lead role in the formation and maintenance of strong, empowered VSLA groups by providing a joined-up approach in determining viable areas for VSLAs and continually update the context analysis that governs programming.
• Ensure formed Savings groups apply VSLA approaches-financial inclusion and collective actions and oversee, guide and provide technical support to the cluster team and partners throughout the tenure of project.
• Play an active role in strengthening partnerships, overseeing planning, gathering and dissemination of information vital for strategic execution of the project.
• Monitoring and Evaluation data gathering and evidence generation.
• Promote Gender Equality and diversity in VSLAs interventions.

Qualifications (know-how)
• Bachelor’s degree in Rural development or Project Planning and Management or Community development or Agriculture or any other relevant social science qualification
• Minimum 5 years working experience in formation of saving groups whereas experience in forming VSLA and working with women and tea sector development will be an added advantage.
• Minimum 3 years’ experience in conducting training and sensitization sessions on socioeconomic activities engagement with specific emphasis on women and girls development and community wellbeing.
• Minimum 3 years’ practical experience interacting with rural community and sharing critical agendas towards leveraging sustainable development.
• Knowledge on community development, project planning and management, administration.
• Good understanding of saving groups and women dynamics in the respective region particularly around; economic development, gender, land rights, sustainable livelihoods and development.
• Ability to build a good rapport with community leaders/ heads, women and women integrated groups, to gain their trust and confidence and understand the world from their perspective (sympathize).
• Strong partnership management skills and experience. Capable of building productive relationships with key partners in the project.
• Ability to work and communicate with a range of stakeholders including policymakers and government officials, NGOs and community representatives.
• Ability to thrive in team environments with a strong understanding of team diversities. Firm belief in teamwork, gender equality and participatory approach to sustainable development.

Job title: Grants and Finance Coordinator for Assigned Program to be based in Dar es Salaam
Job Summary

The role of Grant and Finance Coordinator will be responsible for the day-to-day management of assigned project in line with CARE International policies and guidelines as well as donor policies and guidelines. The critical role of the position is to ensure compliance with CARE Financial and Donor regulations on grants and budgetary requirements, ensuring accuracy and timely submission of financial reports and bills to donors. The Grant and Finance Coordinator will ensure partner organization management capacity is enhanced, adequate management of sub grants and partner’s financial agreements and fully support project implementation team at the head office and at Field office.
The Grant and Finance Coordinator will timely provide periodic analytical financial reports to Budget Holder on grants and partners’ expenditures, inform and advice the management on the financial performance of the grant. This position will also be responsible for working with the Country Office Risk and Compliance Manager in coordinating Internal and statutory audits and Financial Statement Audits as appropriate.

Key Responsibilities
• Financial Compliance on the Program Grant - Ensure compliance with specific Donor’s requirements as stipulated in agreements and contracts of the respective grants and CARE international policies
• Partner Management - Support on Management of Partners’ Agreements and Capacity Building to partners to ensure compliance is achieved during selection, engagement, monitoring and close out of partner funding agreements.
• Financial Reports and Analytical Reviews - Management Reports (Internal Reporting) and Donor Reports (External Reporting). Prepare and provide analytical financial reports for the specified grants and its sub grants to the respective budget holders and support the budget holder and other members of the program team to interpret and understand the financial results.
• Prepare Financial and analytical reports for the assigned Program are timely prepared and reviewed by program lead before submission for further reviews and submission to Donor.
• Accounts Payable and Receivable - Coordinate communication and ensure workflow and all financial system’s requirements at the head office and field office/level are timely communicated and defined in the system to ensure smooth implementation and recording of financial data of their respective projects.
• Facilitates Project audit, verification of Partner’s transactions and reviewing financial reports for compliance
• Ability to thrive in team environments with a strong understanding of team diversities. Firm belief in teamwork, gender equality and participatory approach to sustainable development.

Qualifications (know-how)
• A Minimum of a Bachelors’ Degree in Business Administration or accounting, or finance management, a full professional qualification such as ACCA, CPA(T), CIMA, ICSA etc. an added advantage
• Minimum of 5 years’ experience in managing finance in accounting functions and sub-grants preferably of an International non-Governmental Organization funded by multiple donors with strict rules and regulations.
• Ability to project future financial and operational resources and requirements of a project/program (e.g., cash, revenue, viability, people, and more)
• Ability to contribute in preparation of internal and external financial reports for both individual entities or groups using appropriate accounting and/or regulatory requirements, and internal management reports that compare actual results to planned results; deliver
• Excellent planning, management, and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
• Proficient in Microsoft Office with advance knowledge in Excel and experience in working with accounting software
• Accounting and budgeting skills with Strong analytical skills and ability to learn and cope with unexpectedly changes

Job title: Human Resources Coordinator for Country Office to be based in Dar es Salaam
Job summary

The Human Resources (HR) Coordinator is responsible for ensuring that CARE Tanzania is provided with appropriate numbers of well-motivated, high performing staff, and for managing all aspect of HR administration in accordance with best practice. The position works closely with managers (supervisors) to ensure all HR needs are met. The position will be assigned to champion HRMIS, Contract Management, Records Management and Separation - across the organization providing leadership on this functions to other members of the HR team while working closely with the Director of HR and Operations for guidance and support. The position will direct report to the Director of HR and Operations and will be based in Dar es Salaam.

Key responsibilities

• Experience in up-to-date best practices in talent management, recruitment, performance management, employee engagement and motivation
• Good knowledge and experience in the application of Tanzanian Labour laws
• Experience of managing or coordinating the learning and development function
• At least 3 years’ experience and good knowledge of an HR Information Management System

Job title: Senior Project Manager for New Approaches to upscale resilience and ecosystem-based adaptation project to be based in Dar es Salaam
About the project
The New Approaches to upscale resilience and ecosystem-based adaptation project is aiming at increased resilience of communities especially most-marginalized people through improving ecosystem services in drought prone areas in Tanzania. The project will address social vulnerabilities such as food insecurity, access to resources, water use conflict, human wildlife conflict, pastoralist migration and land-use conflicts to support restoration of ecosystem services and contribute to improvement of Tanzania legal and development policy framework as it addresses a core issue that affects restoration of ecosystem services and support strengthening ecosystems that deliver critical services to communities to enhance community resilience. The project is funded by IUCN through the CARE Nederland.
Job summary
The Senior Project Manager (SPM) will provide overall leadership and coordination for ensuring the accomplishment of the objectives of the Project under his/her responsibility. The SPM position will take a lead on execution of core activities to achieve the two project outcomes that include Increased integration of gender-sensitive Ecosystem Based Adaptation approaches into relevant adaptation-related policies and plans and improved enabling environment to support increased funding for gender-sensitive ecosystem-based adaptation approaches in Simanjiro, Kiteto, Chemba, Same and Mufindi districts. The position reports to Program Director and will be based in Dar es Salaam,
Key responsibilities
• Oversee the coordinated planning (of activities and budgets) and implementation of the project in line with state-of-the art strategies, technical standards, adaptive management approaches, and CARE priorities and program principles
• Develop team-based work processes, and ensure timely achievement of performance targets through good stewardship of project resources and effective feedback between monitoring and decision making
• Build and manage strong working relationships with all partners, to ensure the implementation plan is applied consistently and with a high degree of quality
• Facilitate the resolution of technical challenges amongst partners and foster a healthy partnership team.
• Collaborate with a variety of external technical partners/stakeholders to integrate their expertise with relevant project components.
• Ensure efficient use of project resources, adherence to international standards and compliance with donor’s rules and regulations and CARE policies and procedures.

• Support financial management of project activities, in coordination with the Finance and Operations Teams.
• Build and sustain close partnerships with key project stakeholders, including Government of Tanzania officials, local authorities and others.
Qualifications (know-how)
• Master’s Degree in Natural Resources Management; Conservation ecology and management; Forestry; Environment; Climate Change or equivalent combination of education and related work experience.
• Deep technical experience in natural resources management and Climate change, resilience and adaptation
• At least 5 years’ experience working in a management capacity and knowledge of International NGO managing donor’s strict rules and regulations.
• Demonstrated commitment to principles of Gender Equity and Diversity, strong understanding of gender dynamics in Tanzania or similar context.
• Experience with programming that integrates gender equality and women’s empowerment
• Demonstrated ability to be collaborative, creative, and innovative.
• Demonstrated ability to build and maintain relationships with local governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
• Fluency in written and spoken English.
• Ability to travel to project implementation areas as required.
